One player doing all the shooting while three players stand around with their proverbial thumbs up their asses will make for a bad time for that one player. The reason enemy health scales like that is because the game designers have made the assumption that if you have four players, they will all be shooting (aka contributing). This is because the enemy at the one player health level has less health than same enemy at the four player health level. Therefore, if you have only one person doing the shooting, meleeing or grenadeing, it is easier for that person to kill an enemy if he is solo than if he has 3 other players standing around doing nothing (or just dueling one another).
